Windows 8 license with Windows 7 downgrade

My company ordered two new Optiplex desktops. They came with:

Windows 7 Professional 64-bit English/French (Includes Windows 8 Pro license and media) [Included in Price]

How does this work? Will we receive two additional Windows 8 Pro licenses in case we want to upgrade in the future? Are they tied to those particular machines? I assume they are full licenses and not upgrades because the computers technically come with Windows 8 and are being downgraded to 7.

Can those Windows 8 licenses technically be used on other machines? My company will never install Windows 8 on a machine, these licenses will just sit in a box, so I was considering using one of the licenses for a HTPC at home, but I don't know if that's legal.
 
My sense is that those licenses are OEM licenses tied to the Optiplex machines.
 
The machines usually come with 2 sets of restore disks, one set for each Windows version. I highly doubt that you would be able to install these on a off-branded computer, but anyways would not be legal for you to do so.
