Windows 8: Is there a way to copy just 1 user to another PC?

Hello, here's my situation.

PC1:
Windows 8
User A and User B

PC2:
Windows 8
User C

I'd like to be able to migrate User B from PC1 to add to PC2 while leaving User C and all programs in-tact. Ideally, all programs and games from User B on PC1 would also migrate. Is there an easy way to do this? Thanks!
 
Well for programs and games you would have to re-install. While there are probably 3rd part programs that could do it, its probably best to re-install them

for the user and all the users settings you should be able to use Windows Easy Transfer(that what it was called in 7)
