Windows 8 Firewall allows program as admin but blocks user

Last night I installed Windows Visual Studio Express (so that I can use the Unreal Engine 4) and I also messed around with trying to get a vDSL modem to function for normal DSL Internet.

Before--Unreal Tournament 2004 worked fine under my normal User account. Afterwards it claims that the Windows 8 firewall is blocking it and won't let me connect to online multiplayer. It works fine if I log in as Admin and it works if I disable the firewall completely. I tried giving it the proper permission setting and it still doesn't work. Any ideas?

(The setting I'm referring to is the "Allow Apps to Communicate Through Windows Firewall" option.)

You likely need to open a Port or set an Exception for that program in the Windows Firewall .. see link
