Microsoft's official stance is that Windows 8/8.1 Professional = Windows 7 Ultimate, but in reality W8 Pro is somewhere in between W7 Pro and W7 Ultimate - there's tons of features in W8 Enterprise that aren't available in W8 Pro.

That said, is there any way for individuals to get those features?

I would say no except for the WindowsToGo, which makes a bootable win8 install on a flash drive. The rest you need network/domain support for anyway.

here is a chart of the differences, and the source explaining the other items

That chart mostly covers the new focus features that Microsoft is pushing to get people to upgrade to Windows 8. Features carried over from Windows 7 and earlier that Microsoft no longer advertises - from as recently as VHD boot to as ancient as SFU/SUA - are absent from the chart.

I use a lot more features in Windows than a typical Facebook surfer, or even a typical gamer, does. For instance, those groups would most likely be fine using Windows 8 standard/vanilla, but even getting on the internet would require Windows 8 Pro in my house due to the need for Group Policy support.
