Windows 8.1 downloads speeds slow but uploads are fine

I've seen this issue all over google but not a definitive solution. This involves a built in Realtek PCIE GB adapter. Works perfectly fine in Windows 7 or XP but it's downloading things at .2mbps. Tried all different drivers and settings in the driver, bios settings etc but the result is the same.
