Windows 8.1 Display Scaling?

Sorry if this thread was posted before but I ran a search for it and didn't find it. I'm running windows 8.1 on a Razer Blade 2014 with a 3200x1800 screen. I also have it attached to a 1080p dell external monitor. From my basic research online, it seems like I can't set different scaling levels for each monitor at their native res? For the blade I'd like to do 200% scaling at its native 1800p and for the External, i'd only want 100% at 1080p.

The language in the display settings is very misleading.
 
Nope theres no current way known to adjust the DPI values of your liking just what windows automagically does.
 
So it's apps and not windows itself? I just want the icons and menus across both screens to be of similar relative size so it doesn't look massive on my 1080p screen or tiny on my blade screen when the other screen is set to the proper scaling size.
