Windows 7 - XP Mode

I'm wondering why the Virtual XP Mode in Windows 7 does it in an RDP session. My only guess is that they want to remove the restart/shutdown buttons from the Start Menu, but that's access through other ways.

The reason why I ask is that I ran into a piece of software that does not install through RDP because of how the registry works differently. I found a way around it though (Local Security Policy).
 
My guess:
It's easier than emulating a display/sound driver. RDP handles all that already, so the virtual pc can be truly headless.
 
RDP is used to provide the unity/fusion interface (remote windows into the W7 display surface)
