Windows 7 x64 can't change power save settings

This is a new problem.

I formerly had full access to this. I was able to customize how long until my monitors shut off, and also how long until it went into sleep mode.

Now I am locked out of those functions.

I think it has something to do with permissions but with 7 I am lost as to where to go next.

Any ideas?
 
Try creating another account with administrator rights. Log in and see if this works.
If it does, that means that your current account permission/rights got screwed up.
