windows 7 weird zooming issues

I just built a nice htpc gaming rig to go on my 50" screen, but I'm running into really strange zooming problems. I sit about 8-10 feet away from the screen, so text within the win7 environment is difficult to read without adjusting the font size. If I set the font size to medium (125%), the zoom is adequate BUT it does not zoom text at all in steam and steam related windows (specifically the chat window). Running games with medium sized font works just fine, but again steam text does not zoom.

If I change the font to 150% (large) the text is the perfect size for what I want, and font inside steam windows DOES zoom. HOWEVER, games zoom in too now.

Is this a windows 7 glitch or steam glitch?
