Windows 7 unable to see file in browse folder

So for some reason my OS started being weird, when i try to save something, it only lets me save at the folder it opened up as, i can't even select where to save my files, and for some other programs, i just see blank except for make new folder, OK and Cancel but the screen where the folders are suppose to be are not visible, does anyone know how to fix this???
 
Do a search for the file. It may have been misplaced. Did you do a SAVE or a SAVE AS?
 
i don't think its a virus but heres how it basically looks like, first one me trying to save something from a program and 2nd picture is just saving an image from a browser, its in a new folder and its missing all the side bars where i can select desktop and other places to save to

i think this started happening after i turned off UAC but then i turned it back on and it didnt chance anything
 
Make a new user profile and see if that works normally. If so, use that new profile instead. If not then you might have to reinstall Windows.

If you search for the file as corkyg suggested, do you come up with anything? Does this occur in Microsoft Office applications?

its not like i cant find the file, it wont even give me a spot to save and atguy, i tried what you suggested but didnt work
