Windows 7 Standard Users - Change Advance System Settings?

As the admin account with two standard users accounts on Windows 7, I'd like to be able to change the 'Advanced System Settings' - 'Advanced Tab' - 'Performance', uncheck ,'Animate windows when minimizing and maximizing' and 'Fade or slide menus into view'.

I find that when I log into one of the standard users account and change this it lets me by asking me for my admin password, but then when I log out and log back in, the setting are back to default and the menus and windows are fading in and out again.

How can I keep these settings for the standard users accounts?

It is probably making the change in the admin accounts profile. The only way to change this seems like it would be to give the user accounts temporary admin rights. Or find the registry key and set it as a group policy preference.
 
CPL \ Performance Information and Tools > should be in the sidebar, I think.

Typing "advanced" or "appearance" into the Start Menu should get you to it.
