Windows 7 - sound fluctuating

My sound level constantly fluctuates and I have no idea how to fix it. I have two speakers hooked up as well as a standalone microphone.

The common solution is to go to sound-->sounds-->communication-->"do nothing" to prevent windows from adjusting volume levels when it thinks it's getting a call.

However I have "do nothing" selected, and yet while typing this post, the volume both increased dramatically and then dropped off suddenly. I don't have skype or any other VOIP software open.

Here are the programs I *am* running

steam
pidgin
syncback
VIA HD Audio Deck (onboard sound)
Winamp
Truecrypt
Avira Antivir
ATI Catalyst control center

Any idea on how I can fix this? It's annoying as hell. Rig is in sig.
 
Hi,

Uninstall audio drivers completely and then install the driver that is working.

1. Click Start,type Device Manager in the Start Search box, and then pressENTER.

2. In the Device Manager dialog box, expandSound, video, and game controllers.

3. Locate the audio device that was included with the computer.

3. Right-click the device, and then clickProperties.

4. Click theDriver tab, and then click Uninstall.

5. Place a check mark next to"Delete the Driver Software for this device" check box, and then click OK.

6. Install the driver that is working.

7. Restart the computer and check if the issue persists.
