windows 7 small issue when coming out of standby

i have windows 7, i have harddrives always on and a screen saver. monitor shuts off after 20 min.
now i can come back and move the mouse and the monitor turns on. i can move the mouse but it takes about five minutes before any of the icons will work. i can hover over them but they do not highlight like normal. if i click one after several minutes the computer acts normal and the icon will load buy it self.
it is usally faster for me to just reboot then wait for it to come alive. wierd problem that just started last week.
 
i turned off all of the sleep and hibernation functions so it is always on. it still does it.

it is crazy. i can move the mouse but no icons will highlight when i put it over them. also the task bar does not reappear. if i wait several minutes everything returns to normal.
i think a update did this.
 
You can try removing the updates(s) that you think caused the problem. Or do a Windows System Restore back to when things were working. Or restore the system from backups back to when things were working.

After it's working properly, you can try adding updates a few at a time so you can identify which one causes the problem. Microsoft also offers free assistance with problems caused by Windows Updates.

i looked up and it seems like others are having this problem. they say it has to do with the monitor going to sleep. i will change it to never and see what happens tonight.
