Windows 7 SDK RC - 3 flavors?

Just a wee bit confused here, as to why there are three different downloads for the Windows SDK with the 7 RC coming out.

Has anyone played with this yet? Does one need to download and install BOTH the x86 and x64 versions if you want to target both platforms?
 
I'm thinking the one you want is for the platform you want to compile on, not the platform(s) you're targetting.

Well see that is the part that confuses me. Previous Windows SDK's had compilers and target points for each platform in a single distribution. I posted to the MSDN Windows SDK forum, hopefully one of their SDK monkeys gets back to me.
