Windows 7 RTM and Technet 3 wave release?

I just read an article saying that Microsoft is planning to release 3 "waves" of the Windows 7 RTM. My question is, are these different waves going to be different RTM releases? The later waves being a more complete version.

So:
Wave 1 was Win7 RTM.
Wave 2 is Server 2008 R2 RTM and additional language versions of W7.
Wave 3 is additional language versions of both.

Unless you want Win7 in Latvian, the additional Waves won't affect you.
