Windows 7 reboots after startup animation

This strange problem started this morning. When I turned on my pc screen to check the news, my pc was in the process of rebooting. It goes to the welcome animation with the 4 floating windows, and then screen goes blank and then I hear my cpu fan kick in like it was booting up. I tried startup repair restore to old version, nothing. I can get into safe mode fine though. Should I just do a fresh install or could there be something more serious happening. I ran the memory diagnostic tool in startup and it came up with no errors.

I have 3 drives, a 250gb maxtor, 250gb Hitachi and a 1.5TB Seagate partitioned into 3. The system boots of the maxtor but my windows is on the seagate. How can I move all the system files to the seagate so the MBR and windows are on the same drive?
 
It's odd that it wouldn't restore. If only to avoid always having to run it in safe mode, I don't think that doing a clean install is necessarily a bad idea, though backing up all that data might be time consuming.
