Windows 7 Not installing or booting

First off, thanks for the help!

So I've had an issue with my computer recently, with windows 7 not wanting to boot unless i played around with how it booted (debugging mode, etc). Today, it would not boot no matter what I did, so i figured it was time to reinstall the OS. Well, my computer will not even read the DVD, so I tried with a USB stick, still no luck. I can't do anything with it, HELP!
