windows 7 mouse lag and video lag

Rig in Sig logitech mx700 wireless mouse with logitech wired keyboard. Windows 7 64bit home premium.
Just built this pc not even 3 weeks ago with all new parts, reused the m&kb

I was streaming a show on netflix and went back to the browser and i have this terrible mouse lag. Batteries are new and full charge. I had this happen last week also. Last week i ran a hdd test and it passed fine so i reinstalled windows and the problem went away. Now today 8 days later it starts up again.

Now videos are really laggy on hulu which always plays fine and i have real bad mouse lag.I restarted the pc, turned it all the way off and its still doing it. Ran avg and malware bytes with no issues popping up, I'm lost on this any ideas on how to fix it?

It's so bad I'm typing this thread from my cellphone.

I rolled back on the video card driver still the same lag. Tried a brand new set of batteries and cleaned the laser with a qtip still have lag. I have no clue how to fix this. I've used this mouse on previous pcs and had no issues at all.

Tried plugging the receiver into different Usb slots too.

Your gonna laugh I have a bad vga cable, replaced that and its working fine

I couldn't figure it out and was going crazy. I thought if this video cable is bad I'm gonna Lmao, sure enough I changed it and it worked.

So it wasn't a Windows 7 problem but a hardware problem. Big difference between the two.

The first time it happened i thought it was some kind of driver issue amd couldnt figure it out so i reinstalled windows and it went away. Then it happened again and i changed the video cable and it solved it. So far so good i havent had any kind of issue since swapping out the cable
