Windows 7 games resolutions

I'm running an e8400 with a x1900 xt and every time I try to change the resolution in a game (it has done the same with every game I've tried so far), it just makes the viewable screen smaller. I'm stucking playing whatever is used by default. I've tried the WDM and the ATI driver, both do the same and I'm not sure where else to start.
