Windows 7 Firewall

Anyone have any good ideas on how to block an entire subnet but allow certain expections within that subnet?

Example

Block 192.168.1.0/24
Allow 192.168.1.3

I haven't used the firewall rules a ton, but it doesn't appear to have that nice tree structure that IP tables does.

Thanks, I get the basics. I don't want my default Outgoing to be deny though. I just want to deny a subnet with exceptions in that subnet
