Windows 7 File Permissions

I built a new PC with a new primary HDD (1TB) and brought my old 500GB drive into the machine after getting the new OS all setup and ready to go. Both machines were running Windows 7, and the 500GB drive seems to have retained permissions related to user accounts (that no longer exist) instead of just becoming files that I can work with.

I need to reset all the permissions so everyone has access, and it seems that I can just do that with the security on the folders, but is there a way just to do a blanket wipe of all related permissions?

What's the difference between using the security tab on the root of the volume and doing a "blanket wipe"?

If you want to allow unrestricted shares and do not care about local security.

Switch On the Guest account. add the Guests and Everyone as users to root, set their permissions to Read/Write.
