Windows 7 Feature observation

I noticed that windows 7 doesn't come with an option to securely delete files with the OS itself. I know there are many utilities that can do this but does anyone know why they didn't just include this as a regular feature? i thought this was very odd!

cipher /w is a crude secure delete that's built in.
