Windows 7 Error Code 43 (USB error), any fix?

When attempting to use my external HDD I get a "USB Device Not Recognized" error code 43 and I have no clue how to fix it. Looked all over online but there seems to be no definitive fix, I've updated the bios, deleted all my USB controllers and rebooted, etc. Any ideas?
 
Assuming the device isn't actually defective, have you tried a powered USB hub.

I had a similar problem with my MagicJack on my HTPC, on all of my front-panel as well as rear-panel USB ports. Using a powered USB hub fixed the problem.
