windows 7 cursor corruption

I'm not sure what to make of this. this happens most times i play a game, Heroes of Newerth. but it's happened in other instances too.

OS: windows 7 x64
video card: Radeon 5770 (10.2 drivers. had 9.something, then updated to 10.2 when i started getting this problem.)

steps i've taken to fix:
turned off shadow under cursor, disabled Catalyst AI (both steps recommended through googling) neither effective.

any ideas?
