Windows 7 COA or not

I have a guy local that says he purchased several Windows 7 copies for his biz, and has some left over... but no COA, just discs and a list of keys.


does this sound legit??

If these are OEM copies, then, no, it's not legit. It's against Microsoft's licensing terms to sell an OEM disk and Key without the COA. Actually, it's against the license to sell it anyway, once the sealed OEM envelope is opened. It has to be sold along with a PC. And if he bought the licenses with COA stickers, then he should have gotten COA stickers.

Note that this all assumes that we're talking OEM licenses. If they are RETAIL licenses, then they don't come with COA stickers. The license Key for a Retail package comes on a sticker that's permanently glued to the container that holds the Install CD/DVD.
