windows 7 can not install java

trying to install java on a new win7 install
dl their launcher jxpinstall.exe and this is what we get when we try to run it.

Unable to download
https://javadl-esd-secure.oracle.com....0_51-b13..xml for installation.

then its Download failed from = /jre1.7.0_51-c.msi

anyone got any ideas how to install java runtime on this machine ?

I have never seen this before.
