How much disk space to allocate depends on what you want to do with it. One of my basic Win 7 VMs has only a 10GB virtual disk and 2GB of RAM. It's 32-bit, and I use it for testing normal-sized programs (things like browsers and the such that take up 100MB at most).
My favorite size to use is 25GB (23.2 GiB), since that gives me plenty of space to do things even if I have a 64-bit install, and it conveniently fits on a BD-R disc, which makes archiving and backing up disk images easier.
