Windows 7 Acount Limitiations

Is there a way that I can prevent software and/or hardware from being installed on a limited or parental controlled account on windows 7 or do I need a third party software to do that?
 
I haven't used 7's parental features but i set it up for someone on vista and i'm pretty sure you can tell it not to allow any installations in the options.
