Windows 7: A second taskbar

I know there are tons of these topics floating about the ether, but they all still point to stardock, rocketdock, hickory-dickory-dock and smell what the rockdock is cooking and nothing is working 100% like what i need.

Rocketdock, stardock, ect, ect all do this thing where they pop up on top of windows, instead of under. Also, look at the picture and notice the small icons, and how they reside in the bar with large ones, with labels, with out labels. On ONE bar. Why can't the 3rd party apps do this? maybe ive missed one? Any one know what im talking about?

Oh, and Before you tell me to use the superbar built in to windows 7 at the bottom:

Thanks for the suggestion. I have tried that but it doesn't quite do what i want.
I am not sure why none of the 3rd party programs have just decided to make some thing like a task bar, with things that function like tool bars. There must be some technical reason for this.

Another thing i have considered is using a third party tool bar, adding it to the bottom to function like a windows task bar, then using the actual task bar for what i wanted. Any one ever pull some thing like that off?
