A friend of mine is trying to clear out his old system of all his personal files in windows 3.1, he would like to know how view his files and the commands for deleting the ones he dosen't want to go to his relative who is getting it next. He doesn't want to clean out all of his programs though.........any help appreciated much

Use File Manager which is natively installed as part of Windows 3.x. Many people still prefer it to the newer Windows Explorer. You don't need "commands", you just choose the files data files you want to get rid of and delete them.

I have not used 3.1 myself in such a long time I can't remember a thing about it, to get into file manager do you need to use a command?

In your first window, Program Manager, click on Main and choose Restore from the drop down menu. Double-click on File Manager.
