Windows 2003 vs 2000 Active

First thing is 03's enforcement of strong passwords.

You can use GPMC to manage a 2000 domain, just install it on XP.

If I was standing up a new AD, I wouldn't even consider 2000. The improvements in 2003 AD are substantial.

True, I what I was referring to was that you can't use it on a 2000 system at all, DC, Member Server or workstation.
