if i recall back in NT/2k, you could buy individual licenses for authenticated users (CALs) or a server volume user license that allowed any number of authenticated users on. is this still true with win2k3? i am looking at their site and they only mention CALs...

This has never been true. You could license NT/Win2k/Win2k3 in Per Seat mode which means the server would allow unlimited connections to it. However you are still required to have a CAL for each authenticated user or device depending on what kind of CALs you purchase.
