Windows 2003 logo/driver signing question

Hi,
I am using Windows 2003 server, and would like to install Direct x 9c. I downlaoded the install file and opened it, after the installer initializes some things, a windows message pops up saying that this does not pass logo security testing or something. Now, this is a familiar box, but this time, it does not give the continue / stop option, rather, just forces installation exit. I already unselected the drievr signing option or whatever in the driver signing menu. WHat is wrong here? And this BTW is a fresh installation of 2003. I just disabled a while bunch of services thats it. What si wrong here?

Most servers don't need directx. I haven't read this, so I cannot vouch for its accuracy. If you had googled it, you would have easily found some responses (this was the first one).
