windows 2003 limits download bandwidth?

i'm running windows 2003 server right now. when i try to download from newsgroups the speed drops from 240k (normal) down to 32k (!). i had windows 2000 installed just before, and the speed was 240k no problem. so, windows is affecting my download speed somehow. my upload speed as well, since i can never reach my full upload speed of 45k, only 30k. i already tried the qos bandwidth limit option and that doesn't affect it at all. any ideas?

Depending on how you obtained your copy of Windows Server 2003, what version it is, and what flavour/variation of Windows Server 2003 it is, this will determine many interesting things as to how the OS will function.

What are you using to download from newsgroups?

Can you setup another PC with Windows 2000 and Windows Server 2003 side by side and re-do the tests?

What protocols are installed under your network properties? Could be a QoS registry setting limiting traffic.

2003 shouldnt limit your downloads at all. Could just be a networking issue..

QoS wont have an effect either, unless your connected to QoS hardware, and have it setup to limit bandwidth iirc.

I would look for a NIC driver issue, also like poontos suggested take a look at what protocols are running, if you have anything other than TCP/IP than I would try removing it to see if that is the problem.

Finally!! Someone else that understands QoS. Not only do you need to be connected to QoS hardware your application has to be QoS aware otherwise QoS will not limit anything!
