Windows 2000 won't allow webpages or install programs?!

[*]Basic outline for those short on time but would like to lend a hand:
Fresh format of 3gig FAT 32 partition, freshly installed Windows 2000 Prof but cannot open most webpages nor install any programs (mIRC, IE 5.5, NAV, etc.)--they just give "unable to run, generated errors" Have latest video and scsi controller drivers, and no IRQ conflicts visible. I doubt the scsi setup is the culprit because i never encountered problems with the setup for many months, but Win2000 is a fresh install so i'm guessing it's still hardware related...

I've had my configuration running problem free for quite a few months now, but encountered some wierd stuff and bluescreens, so decided to reformat. I had the /i386 folder on my harddrive because my cdrom/cdr are scsi, so i didn't want to deal with working out the config.sys and autoexec.bat stuff. upon backup, i formatted my D: partition (Win98 is on C: ) and reinstalled win200 Prof no problems, but i noticed i can barely open any webpages. i assumed it was just IE 5, so i attempted to visit the WindowsUpdate site, but that wouldn't load, so no SP1 or IE 5.5 for me. I figured it might be my scsi card, a Tekram 390U2W, so i updated the device manager--i had the drivers backed up on floppies. IE still wouldn't open pages properly, and i couldn't load netscape.com nor most other pages. i tried to installed some IRC clients i had to ask around online, but none would install. i then attempted to install NAV and some other smaller programs, but all gave errors of "blah.exe generated errors" and crapped out. i began scratching my head and figured i'd try another format, this time installing from my the Win2000 CD thru the scsi cd-rom, by fooling around with config.sys. after the complete install, same problems, can't install programs or open webpages. i was frustrated at this point, and i'm back in Win98 hoping someone might have a clue as to what is going on :( I'm doubting the scsi setup is the culprit because i never encountered problems with the setup until now really, but Win2000 is a fresh install so i'm guessing it's still hardware related...

SCSI Controller: Tekram 390U2W
HDD: Seagate X15 scsi, 3gig=Win98 C: FAT 32, 3gig=Win2000 Pro D: FAT 32, rest=storage
Sound: Diamond S90 pci
Video: ATI All In Wonder 128 Pro (Rage 128 Pro)
Ethernet: 3Com 10/100 pci 3c905?

If this is a hardware-related problem, my guess is that the blue screens you were seeing might have given you a clue as to where the failure was. Did you record their contents? Are you receiving blue screens now? Have you looked in Windows 2000's Event Viewer (applications and system logs) for errors? Are you logged in as an administrator when you attempt to install these applications?

Just a few questions off the top of my head.
