windows 2000 system using 99% cpu

my win 2k is now using up 99% of the cpu power under system processes when system idle should be taking these i guess. its really slow and i cannot do much.

i broke my ata 66 cable and am on ata 33 cable now. does this have any effect?

any way to fix this?
