Windows 2000 reboots on startup after CPU upgrade

I upgraded a Shuttle FV25 motheboard from an 800 MHz Celeron to a 1.4 GHz Celeron. The system has been running Windows 2000 server.

Now the computer reboots after the "cursor bar" fills during the boot sequence of Windows 2000 server. This happens during a normal boot as well as each of the various safe modes.

I put a new install of Windows XP Home on this box and it starts up just fine. I fell that rules out a hardware problem.

I would appreciate any tips on restoring the Windows 2000 configuration without resorting to a bare metal re-install.
