Windows 2000 not making HLT calls

Windows 2000 works by sending HLT commands that place certain parts of the CPU into suspend mode but after changing motherboards this is not working.
The temp was idle at 31c at full CPU 47c
Now it is at 42c and full at 47c

Anyone know where this setting is in 2000 to change or enable.
 
How do you know if it's not working? Is it due to your high CPU temps? Or can you tell by something else?
 
The HLT commands better known as "software cooling" in Win2k cannot be disabled/enabled. it is permanently turned out.

The reason for the higher temps lies elsewhere.

The mobo itself can influence temperatures, and unless the temperature is being read from the processors internal diode the temperature sensors on a different board could easily be 5C different, in fact that isnt much at all, temp sensors between boards can vary by as much as 10-15C.
