windows 2000 internet connection sharing

Is there any way to share a internet connection in 2000 server without using internet connection sharing. I mean can't you just set routing and remote access service to act as a router and get it to work without ics. Also can nat be config on the regular network router setup in rras. I know if you use the wizard you can select ics that already comes with nat.
 
I don't believe you can do the old mutli-homed server to allow private IP addresses to access the internet. I mean if you set it up as a router and it does not do NAT the I guess theoretically your packets will go out from the private wkstn nic through the private nic on the server routed out to the public nic on the server.. but the internet will disregard traffic sent from the private ip address and there will be no way for the internet traffic ot make it back through your server to the sending pc.
