windows 2000 install stuck

Ok i'm installing windows 2000 pro and i get thru the first reboot ok, but when i goes to the first windows 2000 screen it wont progress at all. Any ideas why.
 
At what point does it hang up? At the initial screen or the one where it scans for keyboard, mouse, and display devices?

256 2100 ddr
40gb seagate hard drive

windows isn't setup so there is no safe mode that i know of.

I get through the format screens then it says it copying installation files. then i have to reboot i goes get all the way to where it switches from a dos style screen to the windows 2000 load screen with the bar at the bottom that i run through ever time you restart you computer... but it doesn't ever move. this is before i have put in my cd key
 
First Steps


1)Check that IDE Cable is securely attached to your IDE Connector as well as Disk
2)Check and test your memory
3)Remove / Disable Crap like sound cards /TV Tuners etc --> Only enable Bare essentials
4) Make Sure Bare essentials ARE ALL WORKING Correctly{ Vid Card / Mem / CPU / Mobo / CDROM/DVD}
4)Check that nothing is overheating etc / Make Sure all fans are spinning
5)Try and boot with BIOS Fail Safe Defaults
6)If you have something like Knoppix Etc , try and boot with it , and make sure that the systems can come online
7)Check and make sure the distribution cd is not faulty , as well making sure CD /DVD drive is functioning correctly
8)Is the disk formatted / partitioned correctly ?
