windows 2000 image viewer in windows

Hi. I have installed Windows 2000. Unlike in XP, I cannot see image files in a Windows folder unlike in WIndows Xp where without clicking the file in a mode such as FilmStrip mode you can just view the image sample of the file without opening it. I think i used to be able to do this in windows 2000 some time ago, and I was using tools such as tweakUI and all that and I think I might have changed some shell enhancement options. Any suggestions anyone? What free software is available that allows you to do such a thing?
 
in the folder with the pics, choose view --> thumbnails. Should work with or without web content enabled.

No filmstrip mode, however.
