Windows 2000 DNS server does not resolve some names

We have a single nested Active Directory domain (I think that is what you call it). In other words our domain name is "domain" as opposed to "domain.local" ( a mistake made by my predecessor ). So anyway, I just set up a new domain controller with dhcp and dns, and set the new dns server as the primary dns server in anticipation of eventually getting rid of the old server.

The problem is, the new server will resolve computer names without the domain appended, such as "server1", but it will not resolve names with the domain appended, such as "server1.domain". Any idea how to fix this? If I switch back to the old dns server, then it resolves both names just fine. I've compared settings on both server and all dns settings look exactly the same.
