Windows 2000 Display Settings disabled? How?

Every once in a while I'll come across a machine in our office where regular users don't have access to change their display settings, it says that they need to contact their administrator. It is not like this on every machine, and our server (still NT4) has the local security policy set up to allow display changes. I'm trying to find a local equivalent on the users machines but have had no luck. Does anyone know why this might be?
