Windows 2000 Active Directory: How can I remove a domain controller that doesnt exist?

One of my backup DCs had to be unplugged immediately so I couldnt demote it. Since then the system has been redone with the same name. I need to remove the previous system from the server list before I can add the new system, but it won't let me. Each time I try I get "The Directory Service is Busy"

Any ideas?
