Windows 10 "Xbox Game DVR" capture... 45fps?

So I'm slightly confused... Xbox Game DVR app is set to use 60fps recording and high resolution, but VLC says the capture is 1920x1052 at 44.335448fps (4:2:0 H.264). After uploading to YouTube, it plays back as 1080p50 and looks like 100% buttholes. I have recorded other newer games just fine at 60fps. The game itself runs at a perfect 60fps lock (Fallout 3 is old as dirt).

Is the Xbox Game DVR using Intel Quick Sync or NV encode? What exactly is causing this? I've been using it because it's easy and built-in to Windows, but the experience so far has been crap.
