Windows 10 upgrade stuck @ 99%

Trying to get one of my machines over to W10, It is SUPER slow and when it gets to 99% it just hangs.

I tried the soultions I found searching google (turn on manual update and then restart DL) but nothing works.

It worked on every other PC I have. Its an

Intel NUC NUC5i3RYH, USB 3.0, Supports M.2 SSD card, Intel HD Graphics 5500, 2.5" Drive Support

The other 3 updated fine. They are all the same machines. Im thinking about reinstalling W7 clean and then updating to 10 but ugh, if there is another way Id rather do that.

At this point (since 10 is no longer free), is there a reason you need to install 10 via upgrade? Just fresh install it.

Yeah its still free. I ended up fixing it. Needed to cmd net stop wuauserv and net stop bit, turn updates to manual, and the net start both again.
