I have enabled the updates from the setting panel but I once I have gotten the message to restart to install the update(for the build 1709) the PC takes a time to close the windows session but once it shows that the process of installation has started it is stuck on 5% and then restarts and show that it required restarting to install the updates but it didnt complete more than 5% of the installation, so how can i install the windows 10 build update 1709 ?

I have tried the Windows 10 Update Assistant and it doesnt complete the download correctly

Try running the windoze update troubleshooter, see if that helps

I think that is usually due to needing a pre-requisite update, before the big upgrade.

You might have to download it separately from Windows Update Catalog and install it manually.

You can always use the media creation tool option to perform the update or download the standalone installer as Larry suggests.

If for some reason you don't want to use the media creation tool, have you checked Windows Update currently to make sure there isn't anything waiting to be installed?
