windows 10 update 1803 gets stuck installing at 8%

Don't think so. took about 20-30 minutes to install on my SSD system, about 45 minutes on my HDD system, but I didn't time it too closely.
 
I tried creating a usb drive with MCT but it kept failing, so I downloaded the iso, used rufus to create a usb drive and that worked nicely. Updates took all over 1 hour on laptops with 7200rpm hard drives, one laptop with a 5400rpm, and an Intel compute stick. My desktop with moderate SATA SSD, took 25 minutes after getting stuck at 20% on the first try.
 
I can tell Spybot Antibeacon works because when it is on, the diagnostic data viewer can not be used because the service is not active. Plus it says on top "Some settings are hidden or managed by your organization" and certain things are grayed out.
