Windows 10 tracking, disable via hosts and other methods?

I need different scaling for separate monitors some are 4k, qhd+ so each will be a little different. This means win7 won't do it and I have to go with 8.1 or 10. What on win10 is an improvement over 8.1? Does win 8.1 track you less and I definitely don't want cortana or the ms store.

Simply don't install the telemetry updates in Window 8.1 (or 7). AFAIK you are stuck with the store in 8 ans 10. 8 doesn't have Cortana which can be disabled in 10. A lot of the telemetry can be disabled in 10 but not all.

If you do get 8.1 image your drive once it's activated and/or setup the way you like it. Then you can upgrade or clean install 10 for free before the deadline. Make sure 10 is activated and then make an image of 10. Now you should be able to go back and forth between 8.1 and 10 freely.
