Windows 10 taskbar not autohiding

I've encountered an issue with my taskbar which started this morning and I cannot make it go away even though it's set to auto hide. If I right click on the taskbar and select settings and uncheck, close then recheck auto hide it will do so for a split second and then the taskbar comes right back up and stays there. I don't have any notification windows open to prompt such behavior. Has anyone else seen this with their windows 10?
 
I have the opposite problem at times. The task bar does not want to come up. I have to minimize the window I am working to get it to come up at times. 8.1 did this too at times, its nothing new.
 
The more I think about it the problem didn't start occurring until after windows update pushed several new updates on me this morning.

Edit: I remembered when I first went to 8.1 and had issues with fastboot being enabled so I disabled it and rebooted. The problem hasn't reoccurred since so I'm not quite sure except a clean boot remedied it thus far.
